Include Sign Language and Audio Description on On Demand services in NZ

Netflix has audio description for the visually impaired/blind, and sign language as part of their service for the hearing impaired. Both of these need to be enabled first so that they can listen to or watch shows/movies that have those features available in their range of titles. 

NZ at present (with their OnDemand services) do not provide the above features for streaming services.

Why the contribution is important

Currently OnDemand services in NZ do not stream with audio description and subtitles. Yet, they do if the program is broadcast to a TV (with the audio description and subtitles enabled on the TV itself), and the audio description and subtitles are available on that particular program being broadcast. This is because they are not available on all programmes.
